Thank you for consulting the NRO EC about allocation of IPv6 block 2001:3c00::/22 to the RIPE NCC.
Although the current global policy for IPv6 allocation to RIRs specifies a /12 block size, we note that this /22 block was reserved for the RIPE NCC in 2004, prior to the current IPv6 global policy which went into effect in 2006, and we believe that allocation to the RIPE NCC in accordance with that reservation is appropriate. Accordingly, the NRO EC has no objection to the allocation. The NRO’s registration services coordination group (RSCG) has agreed that there are no operational concerns.

This block is currently reserved and the only piece of the enclosing 2001:2000::/19 block that is not allocated to RIPE NCC. These allocations were made prior to the adoption of the global allocation policy in 2006.
We have reviewed this proposal and intend to allocate this block per their wishes upon receipt of the request. While the Global Policy for Allocation of IPv6 Address Space https://www.icann.org/resources/pages/allocation-ipv6-rirs-2012-02-25-en does not explicitly consider this scenario, and provides for a minimum unit of allocation to be a /12, we think this is an appropriate interpretation of the policy.
