[IANA-RC] Sander Steffann - new IANA RC RIPE community representative

As you know, I will be leaving my seat on the IANA RC at the end of this year.

Sander Steffann is the RIPE community’s new representative on the ASO AC, and also on the IANA RC. He will start his term in January 2022.
