We, as secretariat, can work in the best solution for the specification of the RC for the commenting system.
The one mentioned by Tomohiro works well for the supporting records for nominations to the ICANN Board.

Yes, sure. Comments from the community should be open to public, should be easy to access. I think mailing list archives have some issues for that purpose.
I do not think it is best solution, but it might be one potion for collecting and listing community comments.
