Subject: [IANA-RC] IANA RC Quorum Requirements
Dear IANA RC
We had a call last week which unfortunately we didn’t have the quorum required to hold a formal IANA RC call.
It was brought to the attention that given the situation in AFRINIC at the end of the year we will lose AFRINIC community representatives in the IANA Review Committee with the term expiration of Saul Stein, this would complicate even more the quorum requirements.
Here is the quorum requirement for the IANA RC
“Quorum will consist of 8 Review Committee members, of whom there must be at least one member from each region and five voting members.”
Even with the departure of Saul Stein at the end of the year we may be able to reach quorum but it will bring extra stress to the AFRINIC staff to be in the meetings to comply with the procedures.
The IANA RC members present in last week call suggested to remove the “each region” requirement and reduce this to at least 4 regions. The ASO AC had a similar situation and they worked around their quorum requirements in similar way.
I presented this to the NRO EC who agreed in the importance of updating the IANA RC procedures and agreed with the suggested approach of reducing the regional representation to 4 regions.
So in order to amend the IANA RC procedures these are the requirements
“These Operating Procedures may be amended by the Review Committee at any of its meetings. The proposed amendment must receive a majority vote of 80% of all eligible voting members of the Review Committee excluding abstentions. Proposed amendments must be published with a minimum of two weeks prior to the meeting so that every RC member has enough time to review the proposed amendments”
As next steps I’ll send to the list a new text with the proposed quorum requirements and a doodle poll after the two weeks to organize a call to address the procedure changes and conduct the regular business of this committee.
