[IANA-RC] New RIPE NCC RC representative: Felipe Victolla Silveira RIPE NCC

Hi all,

The RIPE NCC staff representative in the RC Andrew de la Haye is leaving the RIPE NCC, and therefore also the RC. I would like to take this opportunity to thank Andrew for his contributions ot the RC in its first year!

Taking his place is Felipe Silveira who is the interim COO at the RIPE NCC.
