The ITU could also easily do the entire task.
Binary does not change. One bit denotes Two 0 or 1. Two bits denote Four 00 01 10 11. With 6 bits (64) and 12 bits (4096) large blocks can be grouped for "stewardship" (i.e. management).
Note: 3 bits could denote 8 Carriers....AT&T, Comcast....etc...they could also do the entire job.
