The Principal Terms clearly state that the CCG has a role that goes beyond mere advice, and I think some of that was lost in the first draft.
When I reviewed these principles document, I got the impression that the CCG has two roles: (1) name the parties that need licenses to the IANA IPR, and (2) an advisory board regarding the IANA IPR. This is a long what from the subordination of the IETF Trust that is proposed by the recent language.
