1. Status update:
Assignment agreement and licensing agreement still being worked on between ICANN Legal and the Trust.
Community agreement: new draft circulated today.
2. Process for public comment
Process for reviewing comments to be looked into at a later point.
ACTION: Alissa to confirm with ICG secretariat if ICG web site could be used to host the public comments, and if it could be ready by Aug. 08.
3. Call scheduling for next week:

Samantha Eisner: For clarity, I have not been involved in Josh and Jorge's conversation on the community agreement, and ICANN will view that when the rest of the group views it
Andrew Sullivan: @Sam: and that's as expected, right, since ICANN-as-corporation isn't a party to it, right?
Athina Fragkouli: looking forward to receiving and reviewing the community agreement. Many thanks for working on it.
Samantha Eisner: @Andrew, yes.. I know there are sensitivities to ICANN's participation in that agreement so I wanted to make sure everyone was aware that we were respecting that line
Samantha Eisner: @ Andrew, It could be handled even through simple terms
Ray Pelletier: I think it was intended to more elegantly cancel one and transfer at the request of an OC
Andrew Sullivan: Yeah, we decided a couple meetings ago to have three agreements
Russ Housley: @Josh: If they are all in one agreement, then moving one service means that the license must be cancelled and replaced with one that has the reduced number
Andrew Sullivan: I just am conscious that we have less than a week to complete this
Ray Pelletier: Licensee requests will be consiudered by the CCG which will make a recommendation to the Trust

Ray Pelletier: so CA & licenses Monday; wrap IPRAssignemnt on Wednesday, and anothing hanging
Samantha Eisner: @Alissa, did we do the ICG comment through ICANN's systems? We have precedent on this
Samantha Eisner: meaning, we've hosted comments for other groups if necessary
Andrew Sullivan: No, the ICG comments were operated by the ICG
Alissa Cooper: No, the ICG ran its own public comment process on its own web site and infrastructure, with independent secretariat.
Russ Housley: Each OC needs to post it in their usual place, regardless of the tools that are used to collect the comments
Samantha Eisner: The communities could also agree to an announcement with relevant links that we could publicize on ICANN's site
Alissa Cooper: and, to be honest, we could probably run this on the ICG site again if people want. would need to check with the ICG.
Athina Fragkouli: @Alissa that's a good idea
Andrew Sullivan: I think that's the sort of thing that I could get the Trust to go for (the ICG idea)
Ted Hardie: While I personally beleive we could funnel from multiple sites, but I have no objection to the ICG site being used as common technical infrastructure.
Samantha Eisner: ICANN would be willing to host centrally
Jari Arkko: I'd be happy with the use of the ICG system & secretariat for this

Jari Arkko: YES we need to have public commment next thursday
Samantha Eisner: The CWG report and the CCWG report are both examples of ICANN hosting a comment for the benefit of an "external" group
Ray Pelletier: we need 30 days for comments, then 10 days to tweak then lock down for execution on 30 Sept
Andrew Sullivan: @Sam: sort of. The CWG and CCWG were both ICANN community processes. That's part of the implication of the comment that I alluded to a little bit ago
Andrew Sullivan: Admittedly, they were outside-ICANN-corp-or-constituency
Ray Pelletier: 11 Aug Trust approve Agreements for purpose of Public Comment12 Sep Comment period ends22 Sep Trust approves Agreements ready for execution~30 Sep All Agreements executed
Andrew Sullivan: but from the POV of other communities, it was all "ICANN stuff"
Andrew Sullivan: which is the optics problem I was trying to refer to
Ray Pelletier: timewise we need 95% done for CA & License Monday and 100% for everyyhing Wed
