Thanks, Martin. That idea is certainly worth exploring as much of the report is background information. The challenge is to strike the balance in order to have just enough background information for the "public" to understand it in the way you described. I think we should also entertain the idea of putting an "executive summary" right at the top. This idea would be to put the conclusion in the beginning, and whoever is interested in the details can read on further. I've already suggested a number of changes to update the year from 2019 to 2020, and noted text and URLs that will need updating. I don't expect to have any real changes made to this draft until about December when probably all the RIR requests have been made to IANA.
