[IANA-RC] public comments for 2019 matrix

Hi, I'd just like to confirm that, to date, we have received only a single comment (from Liman) on the 2019 IANA Performance Matrix Summary Report. Is that correct? I didn't see any others come through, but I may have missed them. Thanks, Louie
