[Nro-announce] AfriNIC Transition Moves to Phase 2

With NRO support, and in anticipation of ICANN´s final recognition of AfriNIC as a Regional Internet Registry (RIR) in April 2005, AfriNIC has begun operating as a fully functional RIR on 21 February 2005.
